French restaurant Chloe by Vincent in the Mill District is starting lunch service four days a week.
Restore Restaurant Holdings, which also owns EaTo, and chef Vincent Francoual opened Chloe by Vincent in late 2022. The plan was always to add lunch service, but until recently the demand wasn’t there, according to Matt Monroe, president of Restore Restaurant Holdings.
“What it really took was seeing business boom at EaTo, for one, and talking with our regulars there,” Monroe told Downtown Voices. “They were very vocal about needing more sit-down restaurants in the Mill District area.”
The increased demand is coming from both residents and office workers, especially those in nearby buildings, including Wells Fargo and government employees.

Francoual operated Vincent A Restaurant on Nicollet Mall for 14 years. Some of the items on Chloe by Vincent’s menu are revivals of favorites from Vincent A Restaurant, including the “Vincent Burger,” steak frites, and French onion soup, all of which are available for lunch and dinner.
Monroe said Chloe by Vincent looks forward to hosting company lunches and catering office events.
Starting this week, Chloe by Vincent is open at 700 Third St. S. for lunch Tuesday through Friday from 11 a.m. to 2 p.m. The restaurant is also open for dinner Monday through Thursday from 4-9 p.m. and Friday and Saturday from 4-9:30 p.m.
Restore Restaurant Holdings recently took over management of Northstar Center’s food court and coworking and event spaces, according to Monroe. The company is also helping Sherman Associates find a restaurant operator for its new O2 Luxury Tower.
